A survey of 2,000 physicians determined that only 45% of doctors plan to attest for Meaningful Use Stage 2 in 2015. According to the National Ambulatory Medical Care Survey in 2012, about 75% of office-based primary care physicians had some form of an EHR system.
Financial incentives and penalties established by the HITECH Act were found to be the major influences for physicians to use health IT tools. To date, eligible professionals (EPs) have been paid approximately $10 billion by the Centers for Medicare and Medicaid. As of December, 3,655 EPs have received payments for stage 2 attestation, compared to 268,686 EPS for stage 1.
